Incompatible file version error

Greetings, I cannot open the architectural project I drew with version 5.511 with version 7.018.1 program. I get the error (Incompatible file version. Use an updated program version to open this file). I wonder if we can't open all lower versions with the upper version? I will be glad if you help..
 
Yes I'm absolutely sure and I've had this problem before. I made a dwg and redesigned it. Since this project is big, it is difficult for me to do this process.
 
We reviewed your project that you sent to our technical service. The version it was drawn appears to be 5.14. Note: Projects made in version 5.14 cannot be opened in version 7 due to the possibility of being made in a broken version...
 
It is not technically possible to open it directly. The method of using a multi-license is to buy it. Please contact our Bursa office for the conditions.
 
The attached project was opened directly, I know the version as 5.511. The project comes to me from the place where I used to work in the mail environment. This project was sent to me to make modifications with 7 versions where I am currently working. If the project you are trying to open is made with a higher version than the program you use, you cannot open it. I saved your project as a subversion. You can download the attachment.
