Continuous foundation and tie beam

Top class civil engineering I am a student, my teachers asked me to model an existing building, with its reinforcements, my problem is that in the current project, the elevation of the foundation is -60 and there is a tie beam at its level 0. I did something by thinking myself, I constantly lowered the level of the foundation, then the columns remained in the air, the elevation of the columns was -60 I pulled it, they fit right, I made the tie beam with 0 elevation. The logic of making a tie beam in something I don't understand? Did they do it to raise the level? My request from you is can I build the foundation of the project in accordance with the project? Attached are the autocad static drawings of the building and the idecad file I entered myself.

Hello, In the static project you added as an example, the tie beams are placed higher and on the column. However, the tie beams are formed not to meet the bending moments but to work on tension/pressure, so they are attached to the foundation beam, not the column. In the static project you took as an example, why are the tie beams attached to the columns? you need to ask the beam that made the static project, why the foundation beams are attached under the tie beams. For a more accurate interpretation, it is necessary to see the architectural project... In your project; Make the foundation beams wider than the column (some columns are smaller than the foundation), define them at zero elevation, your tie beams are also at zero elevation, and enter column-to-column to connect the foundations.
 
Firstly, thanks for your response. :) I rar the architectural and static project so you can understand it better. My own thought is that they always put tie beams over the foundation to raise the level of the building. Here's the thing I don't understand, how do I do this in idecad? In the static sections, the elevation of the foundation is always -60 cm, the tie beam is 0. As an example, I have sent an idecad file that I have drawn before.
 
Hello again, In the static project you added, as far as I understand, the tie beams were used as basement curtains... Enter the basement curtains as panels at their own elevations, and select the infill curtain option in the panel settings. Where a basement bulkhead is not required, define the tie beams by giving -60 elevation. Continuous foundations and columns should also be defined by giving an elevation of -60 cm... Hello, G and 11 axles The mat tile edge is drawn. If the mat tile edges are erased, continuous foundations can be defined.
 
Have a nice day. It's always basically 3 stirrups. Would it be appropriate to increase the minB for double stirrups or how much should I do max?
