I'm having a free dimensioning problem????

How should we measure the elements with diameter in free dimensioning, how should we measure the boundaries of the cad, how does the logic of osnap work in this program???
 
Dimensions of the diameter section can usually be shown by dimensioning the distances to the vertical and horizontal axes. By pressing the CTRL key, you can capture all points by activating advanced capture. Perpendicular and parallel reference commands can be used to dimension perpendicular and parallel to any element. If you send a sample drawing I can suggest another alternative solution.
