Reverse beam on closed overhangs?

Hello, Due to an architectural rule in the building I have designed (the distance between the lower elevation of the overhang and the road level cannot be less than 3.00 m in closed overhangs to the road), I cannot provide the required height when using 25/50 or 25/36 straight beams in closed overhangs. For this reason, I thought of making all the beams in the closed area, only inverted beams on the basement ceiling. However, I was hesitant, is it appropriate in terms of legislation and static logic to make all beams reverse beams in such closed protrusions?
