Is head reinforcement drawn on the sub-basement curtain?

HELLO, IN THE STATIC PROJECT I PROVIDED TO THE MUNICIPALITY, THE MUNICIPALITY CONSTRUCTION. THE ENGINEER WROTE AS ITS PERSONNEL MISSING THAT THE DETAIL OF THE SUB-BASE SHOULD BE DRAWN ACCORDING TO THE NEW EARTHQUAKE REGULATIONS. AS AN EXPLANATION, TBDY 2018 SAID WE NEED TO CREATE A HEADING FOR THE CURTAINS, LIKE WE CREATE A HEADING FOR THE CURTAINS IN THE CURTAIN DETAIL. IS THERE ANY OBLIGATION ACCORDING TO TBDY TO REQUEST IT IN THIS WAY? IF THERE IS NO SUCH OBLIGATION, HOW EXACTLY CAN WE EXPLAIN THIS TO THE MUNICIPAL STAFF? THANK YOU IN ADVANCE FOR YOUR HELP. In the regulation, the condition of creating an end zone (header) on a curtain is based on the ratio of the length of the curtain in the plan to its height. (hw/lw>2) Please review TBDY 2018 Article 7.6.2.1 and Figure 7.11. If the curtains meet the condition hw/lw>2, the program automatically creates the head reinforcement. Elements that we call basement curtains do not meet the condition of lw/hw>2 since they are elements that are formed to raise the building level above the foundation and are less than the storey height, so no head reinforcement is created. Note: If there is a short column situation in the columns where the basement walls are connected, the columns should be marked and marked as "short column" from the menu that appears with the right button.
