Hello there; Your basement perimeter curtains are not on the same axis, so it may have been said for your group curtains to mean reinforcement continuity. If it is said for group curtains, they may have meant to continue with the same size and the same number of reinforcements throughout the entire height of the building without reducing the cap areas.
