What the meaning of the "spectrum multiplayer "

Hello,
The spectrum multiplier changes the ordinate of the current acceleration spectrum.
In the TDY 2007 regulation, the program was added to determine the building usage type of the existing buildings.
It should remain as 1 in the new building design.
