It may or may not be normal. Is the foundation area included in the construction site? Raft foundation, basement environment Are there large concrete volumes such as shear walls? How is the load-bearing system? Has the system worked at minimum? There are hundreds of parameters that affect the total amount of reinforcement, such as the ground conditions of the building, the level of ductility you choose, the purpose of use of the building, how the live loads are.
