The building whose construction permit expires after the settlement

Hello, dear colleagues, my question will be a bit related to the regulations, as a result of my research, I could not find any clear information, and I thought it appropriate to write here. I have a building whose building permit expired after the construction permit was taken as ground+1 floor and the ground floor was occupied. As it is known, earthquake performance analysis is applied for the licensing works of existing buildings. Can I get a building permit for the 1st floor after I lock the reinforcement and column beam dimensions of the ground floor and re-enter the 1st floor and provide the necessary controls for this building?
