Hello, in the 15th chapter of the new earthquake regulation, it is said that "capacity calculation of existing and strengthened steel buildings will be made within the framework of the principles defined for the new buildings to be built in sections 4-5-9". Should we understand from this sentence that in order to determine the performance of an existing steel structure, we need to make static analyzes of that structure as if it were newly designed? Likewise, the performance analysis of a steel structure cannot be made in the street, why is that? Should we do a static analysis of an existing steel structure like a new structure to see its ide cad performance? If so, how do we set the performance target?
