In TBDY 2018 regulation, seismic forces are determined according to each element by dynamic analysis. Story forces are only used to determine irregularities. On the contrary, in 2007 regulation, seismic forces are determined according to stories with 'apply static lateral story forces calculated using modal combination'. And this method is different than 2018 dynamic analysis.
In 2018 Dynamic analysis, we use dynamic procedure. You can view the procedure :
If you apply the changes described below, you can see element forces are same or nearly same. And also, ıf you sum up the story forces, you can see they are nearly same.
1- Choose single modal analysis at 2018
2- Write Ao=1.0, I=1.0 R=1.0 at 2007
3- Export the 2018 spectrum to 2007
4- Write the column effective stiffeness is 0.7, beam =0.35 shearwall=0.5
5- Run both model.
After the analysis, you see column results:
Story forces: the difference between 2 regulation's story force = 3 %

Reasons of Differences:
1- In 2007, we don't put all the effective stiffness parameters to the shearwalls. And your building includes a great number of shearwalls.
2- Beacuse of the shearwall stifenesses, modal periods are different, so element seismic forces are little different.
3- In 2018, we use dynamic analysis and calculate seismic forces up to every single element. But ın 2007, we calculate seismic forces and distribute these forces. So main reason is that we use 2 different approach between 2007 and 2018.
