If it is a classical normal beam, it can be neglected. If it is a horizontal beam, additional live load can be entered. If you enter a live load, you will do the right thing. If you do not enter, you will think whether you neglected it.
 
If there is a wall, you cannot walk on it, you cannot put a cabinet, so there is no need to add a live load to that area. If there is no wall, that area is used, so there is a live load. Even if there is a beam with a width of 70-100 cm, even if there is a wall of 10 cm on it, it may be reasonable to add live load.
