Excessive reinforcement in basement columns

Hello. In my project, there is too much reinforcement in columns s17, 18 and 19 on the basement floor. While there are 20 on the ground floor and 1 2 3, there are 46 48 in the basement. What do you think could be the reason for this? Thank you for your help.
