Curtain cutting safety and insufficient reinforcement problem

I could not overcome the curtain cutting safety and reinforcement problem in my project, I would appreciate it if you would be interested and help, good work

When you enable the "Use left and right header transverse reinforcements in VR calculation" options in the curtain settings tab, the problem is solved with a Ø14 stirrup diameter. Do I make a mistake because the transverse reinforcements in the header are not extended into the body?
