Curtain-column difference

hello.. the curtain ratio has been renewed as 1/6 in the new regulation. My question is, what is the curtain ratio determined by? .what does it change by designing it as a column rather than a curtain and making the fittings accordingly..what are the positive and negative consequences..thank you everyone in advance..
