about performance analysis

In a 6-storey building under construction, the 4th floor beam concrete core results are 20 N/mm2. Project concrete class c30. The building is stopped by the building inspection. Do you think a performance analysis can be made in the building by predicting that C30 will be poured on the upper floors without breaking the beams on this floor? Or is the performance analysis only done for the currently completed buildings? Thanks in advance for your answers.

We encountered this situation in Kadıköy municipality in Istanbul, they ask for a performance report, and if that report is negative, you need to pour the floor again.
