I have 2-3 columns with Zk sign in a 9+B storey building. Can these columns be ignored in the calculations? If so, according to which regulation will they be accepted?

Hello, As long as alpha >=0.70 in the system, you don't have to make the columns in Zk state strong. However, the terminal forces of the other columns are multiplied by 1/alpha. With this result, your other columns will be more effective. Conditions related to this situation are specified in article 3.3.6 of TDY 2007 regulation. Good work...

Mr. Hakan, does what you say apply to multi-storey buildings? Are there conditions such as the obligation to be single-storey?

There is no special condition regarding the number of floors, it has to do with a design with a high ductility level. 3.3.6 is applied for all columns with high ductility level. With 1/alphai, you punish the structure by increasing the internal forces of the other columns, but it doesn't mean you can't...
