What is the reason for not laying body reinforcement in cantilever beams?

As it is known, clauses c and d of article 7.4.1.1 in TBDY 2018 are as follows; In clause c of TBDY 2018 7.4.1.1; It is written that if the beam height exceeds 1/4 of the beam net span, body reinforcement will be placed. In clause d of TBDY 2018 7.4.1.1; Reinforced concrete beams that are articulated to the columns and secondary beams attached to the frame beams other than the column-beam joint points are excluded from the above rule. What is the reason for not adding body reinforcement in cantilever beams? The K147 beam in question has dimensions of 30/55. Isn't it necessary to add body reinforcement to the k147 beam according to TBDY 2018 conditions? Or is there a separate requirement for cantilever beams? For example, cantilever beams; Reinforced concrete beams, which are articulated to the columns, are considered outside of this rule because they are considered as hinged beams as per the phrase. Re: BODY REINFORCEMENT ON CONSOLE BEAMERS Hello 7.4.1.1 (a), (b) and (c) are valid for beams forming a frame together with columns. Since the beam in your project is a cantilever beam, this condition is not applied. The exception is stated in the other cases (d).

Thank you very much for your reply, Mr. Yasin. What should be understood from the expression forming a frame with columns? If only one end of a beam presses on the column Can it also be considered as a frame-forming element with columns, or should both ends of the beam press against the column in order to be included in the definition of frame-forming with columns?
 
Re: BODY REINFORCEMENT IN CONSOLE BEAMS Since cantilever and sub-beams are not considered as frame beams, 7.4.1.1(c) condition is not applied, body reinforcement is not calculated. In a beam forming a frame between two columns, the web reinforcement is calculated by applying the condition 7.4.1.1(c), and if there is a cantilever beam after it, the same web reinforcement is continued in this cantilever beam.
