The foundation of the block construction

Take it easy, my colleagues, I'm looking at a project with blocks for the first time. In this project, the lowest floor will be used as a parking lot, a shelter will be built under the buildings, maybe some of it will be used as a parking lot. Should I turn the buildings under curtains with curtains, will it be a problem if I don't return in terms of earthquakes? I'm waiting for your help. Thank you in advance. Take it easy again.
