What could be the reason why the 25/150 dimension is not seen as a curtain in the calculations in the carrier curtains that continue throughout the building

The conditions for creating a header area for curtains that shrink by more than 20% in the plan are specified in TBDT 2018 Article 7.6.2.2. The program decides whether to create a header region or not based on this run. The conditions for creating a heading zone are not met in the P1 and P2 screens in your project. If you want to define a title, you can use the 'User defined' option from the curtain properties.
