System Tipping Moment with Limited Ductility Level

Hello, When I solve the carrier system shown below, it does not give a problem with the 75% tipping moment.

But the regulation; As seen below; 4.3.4.6. If it is limited in article (4.3.4.7), equation 4.3, that is, 75% rule, if it does not, it wants a mixed system. Why does İdecad accept its limited selection here? Thank you for your interest.
 
Hello, It is stated that if the alpha(m)>0.75Mo condition is not met in the limited system selection, the R, D and BYS conditions of A31 will be applied. So if it is not provided, you do not have to make a mixed system. See: 4.3.4.7 after 4.3.4.6 ideCAD currently does not give a warning if this condition is not met.

The Chamber of Engineers says you can't solve the limited in any way. They don't interpret the articles that way either.
