State-issued certificate for writing geotechnical reports

Hello, This question is actually a bit out of idecad, but one thing I'm very curious about is that I know that the geotechnical report is prepared by civil engineers, but can it be prepared after attending any course organized by the state to write a geotechnical report and getting a certificate? Or can the person who is registered in each chamber of civil engineers prepare it?
