Stacking of reinforcement in ground floor columns

Hello.. Reinforcement stacking in the ground floor columns is the issue I have the most trouble with and the issue I get the most complaints from the implementers. When I talk to the ide officials, they explain this, but I can encounter the same problem in projects where I think the carrier system is very good, and when I increase the size in such columns, the reinforcement increase is proportional.
