Soil survey and building interaction

Good day everyone.. I have a ground survey report for the filled soil up to 10m and the soil safety stress is given as qem= 17tf/m2. The report has changed twice... and there are circumstances that prevent me from trusting. Obviously, the report does not sound convincing, as the need for Pile Foundation will arise. Dear colleagues, I need your opinions. Thanks in advance, I wish you a good work.
 
You did not provide information about the building, and in places you do not trust, calculate such coefficients by taking them low. Even in compacted filled soils, the soil safety stress does not exceed 15 tons/m2. Be careful. Sent from my LG-H815 using Tapatalk
 
We do not know exactly what the word "filling" in ground survey means. It may not be excavation or artificial filling as we understand it. Some of them have fillings formed by the effect of stream currents or ground movements for centuries. Grounders also use the term "filling" for these. Of course, I don't know how much this changes the result. Also, there is no clarity in your sentences. At least I don't understand what you want to ask...
