soil safety stress problem

I just started using the ide static program, I solved 2 buildings with raft foundations, but it gave a message that the ground does not recover from the safety stress. I looked at the most negative stress in all combinations. 23 t/m2 my ground safety stress is 20t/m2, I said ok, it makes sense. Then I made ground safety.30 to try and again it said insufficient. max ger 26 but he saved it says no problem. I wonder if I'm looking at the wrong things. I couldn't understand it somehow. I would be very grateful if you could help me with this. Best regards
