Risky building analysis

Hello, I had a question. In risky building analysis, does the program analyze the building based on the 1975 earthquake regulations?
 
In the regulation, "Because RBTE rules are expected to be applied mostly to buildings before 1998 and to include buildings constructed in accordance with the regulations in force at that time, the acceptance in the Earthquake Code (1975) was adopted in the definition of curtain wall." is called. I think this sentence is only valid for the definition of curtain. Rbte is used for other situations. I got the logic.
