Risk Analysis - Performance Analysis

Good afternoon... There is an existing steel hangar-style building. Its roof and columns (until the subbasement) are steel. There is a 2.50 m level difference between the front road and the back road of the existing building. I solved the steel part of the building separately. But due to the foundations and elevation, reinforced concrete basement walls, columns etc. I am thinking of solving the elements by adding the loads from the steel. Since it is an unlicensed structure, should a risk analysis or performance analysis be done for the reinforced concrete part? Concrete strength averages in cores are 29 mpa. ?
