Reinforcement Performance Analysis

In retrofit projects, do we need to change the R coefficient before the analysis + reinforced concrete for reinforcement of the elements added after the reinforcement shear and/or column jacket are added to the existing building? Let's say the existing building framed system, after adding normal ductile R=4 Reinforcement shear, we should make R=7 and analyze+reinforced concrete and then perform a performance analysis?

According to TDY, R=1 should be taken in performance analysis... R=1 is automatically taken during performance analysis, so you don't need to change the R coefficient , no matter what value you enter, it has no effect for performance analysis.
