reinforced concrete cover

We need to make a reinforced concrete cover of 4m X 4.74m in size and 40cm in thickness that can be moved when necessary. Can anyone help with this?
 
I think it is a production that will come in about 18-19 tons, I think the solution would be better by making steel and pouring topping concrete on it, the system is lighter, I don't know what the cover is for.
