Raft Basic Reinforcement Insufficient issue

Hello there; Attached project; belongs to a building to be strengthened; In the image, a screenshot is given for two flat cases with raft base pleated and without pleat (flat reinforcement at the top and bottom). While the raft is recovering very easily without basic pleats; for flat on the top and flat on the bottom; I didn't increase the diameters, I didn't decrease the reinforcement spacings, I didn't throw the additional reinforcements with large diameters and with short intervals, I didn't enlarge the Connection area from the Foundation-Soil section. Even though I tried to divide the raft in the foundation section in the non-recovering part with a continuous foundation, I could not save it.
