Performance calculation solution

Hello there. A ground +2 storey project that I solved with ide static in 2013 will renew its license as the license period has expired. No changes were made to the building. The municipality requests a performance analysis according to the new earthquake regulation for license renewal. When I do the checks in the new regulation, there is a migration situation. As a project designer, it is a very difficult situation to say, let's retrofit a newly built and all production building. The conditions of the new regulation are very heavy compared to the old one, what kind of a way can we follow as a solution to this issue. I will be glad if you help.
 
I didn't see any mistake. The KH performance level was not provided because 3 columns emerged in the collapse zone. All of the other conditions were met very easily, however.
