Panel horizontal load

The attached picture shows the cross-section of the building with the 3rd basement and 2nd basement floors. Filling will be done to the 5 m pulling distance. And I need to apply a horizontal load to the panels here. As can be seen in the attached picture, from 30 to 60 t/m² to the 3rd basement floor and to the 2nd basement floor. Should I use a loading option from 0 to 30 t/m² for panels? what is most suitable for adding horizontal load to the panel
