Modal Analysis of the Completely Submerged Structure

Hello Dear colleagues, Do we have to take R=1.5 when calculating the earthquake load of a cistern structure that is completely underground and whose entire perimeter is closed with a basement curtain?
 
When I interpret the article 2.8.3.2 of the regulation, I think it is optional with the phrase "can". Since I was not sure, I sought your opinion.
 
You should get it and make sure you too. Since we get 1.5 in cellared basement floors because of high rigidity, even in multi-storey buildings, you should get 1.5 in your completely rigid structure, you will have peace of mind and no control authority will have anything to say about it! G.Kose
