Maximum base pressure on raft foundations

The maximum floor pressure on the raft foundation of the building I designed is 35 t/m2, the design bearing capacity is 23 t/m2. There is no problem with the minimum and average foot pressure values, the program has a green tick, but there is no marking in the maximum foot pressure section. I checked where the base pressures are high in the analysis view. In high places, the program has placed additional reinforcements. The program does not give any error messages. Isn't it a problem if the maximum base pressure has exceeded the design bearing capacity? I have a question, do we have to make earthquake loading in foundation calculations? In the old version, if earthquake loading is used, there was an option to increase the safety stress by 50%. Thank you in advance for your answers.
 
Hello, In your project, the control according to the average stress is marked. You can disable this option in the analysis settings and enable the control according to the maximum stress. There is an earthquake loading obligation in the foundation calculations. In TBDY 2007, the ground was controlled according to the safety stress. TBDY 2018, on the other hand, has the "ground bearing capacity" value. You can get information about the subject from the institution where you took the ground study. The option to increase the ground safety by 50% in case of an earthquake was removed in TBDY 2018.

I have a few questions about Maximum Base Pressure in the attached project... 1 - Is negative stress control a subject at the initiative of the project author or is there a binding clause in TBDY 2018? 2 - The author's initiative regarding the negligible limit of negative stress is valid or is there a binding rate? 3 - Do you think there is a subject that any control authority can request as a regulation or show as an error in the raft foundation design in the project? 4 - Is there anything else I've overlooked, just about the foundation? NOTE: I had to make 250 cm shoes on the right and bottom sides in order to exceed the maximum floor pressure in the project, your advice is valuable, thanks in advance...
