Laying on fill

I need to lay slabs on the foundation surrounded by floodplains and on the earth fill in between, but I could not find how to define it, but I think it would be wrong to define it as normal slab, because there will be no deflection problem like normal slab because it is full and there will not be a maximum moment at the midpoint of the slab. In practice, the wicker reinforcement fi8/30 or even fi8/40 is sufficient on the filling, but when I throw it in the program, the pile comes out and the reinforcement comes out too much. Is there anyone have an idea?
 
Hello My Suggestion Since this slab will not be taken into account, you can add it in the drawing later in the basic formwork plan and give it as a reinforced slab with a thickness of 10-15 cm (the reinforcements should be attached to the basement curtains. Here, in order for the slab not to settle, production should be done by making a very good compaction with the stabilized material and placing the slab on this fill. Good luck with. Unver ÖZCAN
