If it is a standard ladder, you do not need to transfer torque. However, if you want to make a very large and important risky ladder and a sensitive calculation, transfer both moment and vertical loads. But do not use the program results directly. For example, there may be 8 or 10 reinforcements in the prime direction in the calculation, but do not throw reinforcements below 12/15 on both stairs and balconies.
