Lack of raft slab section

Hello. My project is in Annex. We have a village project consisting of 1 basement + 2 floors due to the elevation difference. Even if I increased the thickness of the raft floor, I could not solve the problem of insufficient section and reinforcement. It gives the same error even though I chose 18' reinforcements. Thanks.

My suggestions -- The beams on the basement curtains can be removed, -- Let the narrow side of the columns be 30 cm, -- You can reduce the live loads on the attic floor, you can remove the wall loads, -- Solve the ladder together with the building, put the ladder on the beams.
