Is the raft foundation average stress or maximum stress?

I've read all the pages about it in the forum. But some very different explanations. Some friends said, "If the maximum stresses in the system are exceeded in very few places, it can be calculated according to the average stress, while some friends said, "No, it cannot be done, because here the system exceeds the maximum stress, so it should be solved accordingly". Therefore, there is no complete consensus on this issue. I would like to ask more. Can we solve it only according to the average stresses? If we can solve it, what is the criterion? Do we look at how much the maximum stresses exceed as a percentage? or whether it coincides with an important part of the system? ) such as column or under the curtain) can we use it if it jumps?
 
I don't use it at all in my projects. It is not accepted by the municipalities anyway. But I think it can be used if the mesh gap is low and the stresses are not too extreme. But since the ground does not save safety, this way is used, so it means that the maximum stress is exceeded, so I do not recommend it.
