Is small reinforcement diameter and ample support reinforcement suitable in the beam?

Mounting reinforcement for beams size 25/60 2Q12. When I make the reinforcement diameter Q14 for the assemblies, the support reinforcements are reduced and my quantity is not affected much. I would like to get your opinion on which one I should choose. Frankly, the 2Q12 reinforcement in 60' beams is also rare for me. In the past, I heard from one of our instructors that it would be very beneficial to have the same number and diameters of the upper and lower reinforcement in the beam, as it increases ductility. Small reinforcement diameter in the beam, abundant support reinforcement; Or is large reinforcement diameter less support reinforcement better? Apart from this, I would like to learn your valuable ideas about beam reinforcement design that you think will be useful. Thanks in advance.

Features I've heard that 8-9 meter beams have cracked beams due to this issue.
