Is it correct to build the building with a floor height of 5.5 meters without curtains?

hello... it is requested from me that the height of the ground floor of a 4-storey reinforced concrete building with an area of 40 square meters should be 5.5 meters. Is there a problem with this height, is it right for me to make this building without curtains (when I use a curtain, it gives the error that double reinforcement is required for the raft, how can I solve it? .thanks...
