idecad not opening static saved ide file

I HAVE IDE STATIC 7 DEMO APPLICATION, BUT IT CANNOT OPEN SAVED OR DOWNLOADED IDE EXTENSION FILES. HOW MANY TIMES I DELETED I UPLOADED AGAIN BUT I DIDN'T SUCCESS. URGENT SOLUTION IS NEEDED. THANK YOU SO MUCH FOR YOUR INTEREST.
 
Hello, As seen in the dialog, there is a Turkish character problem in Windows. First of all, set all the Region and Language options in the windows control panel to Turkish, restart Windows and fix the language problem. You cannot open files containing Turkish characters due to language problems. Second, you are trying to work from inside a compressed file. Extract the compressed file to Desktop or any other folder, then unzip it.
 
Good day, First of all, thank you for your answers. However, I am still encountering the same error even though I did the redirects you specified.
