ide static program won't open

I used it in the evening and in the morning I said to open the ide static, the program did not open Note: The tab of the plastic cover of the program lock broke off, I could use it on the computer, now the program does not open, it does not give an error, there is no problem with my architectural program. When I put the static lock on my laptop and tried it, I removed the ide static program from the control panel and reinstalled it. It doesn't work on my desktop again
