I can't use mesh reinforcement on raft base

Hello there; There is no matte mat reinforcement option available.

Well, there is something I want to ask, while the open parking lot or the gas station is being built, concrete with mesh reinforcement is poured, can I use it instead of the foundation if I pour concrete with mesh reinforcement for this steel project??
