I can't tile

I want to assign tiles in the attached file, but it cannot assign tiles. I don't understand if any setting has changed. It cannot assign tiles. It is only possible to assign tiles to the area surrounded by the slab edge. Cannot assign tiles to the area surrounded by the beam. This problem occurred suddenly.
