Geotechnical Report Problem on Rock Soils

Hello everyone, first of all; I have a continuous foundation with a dig depth of 1.70. The municipality in my city wants 1 drilling pit. According to the drilling pit, the foundation is 30 cm of vegetal soil, 0.30-4.5 meters of calc-schist, more than 4.5 meters of rock. Therefore, the point loading test is performed and its value is 14.7 kgf/cm2 at 4-4.5 meters. My question is, spt test cannot be performed, triaxial pressure test cannot be performed, how can I find the internal friction angle and undrained shear resistance or how can I calculate the soil bearing capacity? I would be very happy if you answer.
 
To find the undrained shear strength, the cohesion and the internal friction angle must be known. You cannot find c and fi without performing a 3-axis pressure test on the rock sample. In the literature, the uniaxial compressive strength is determined by using point loading test results, and then the bearing capacity is determined with some empirical formulas.
