Evaluation of Buildings Without Building Control

Friends, in a building that was licensed in 2010, the building is uninspected and uninhabited. 1- Columns under construction are 25 cm wide and there are extra columns added according to the project 2- There are contradictions in the building, dts2 and 25 m high, because the building is hollow, 3- For example, the mezzanine floor can be licensed according to the legislation. He doesn't have a problem with that. If the static project I want to ask is different from the one in place, by taking the necessary core and reinforcement tests and performing a performance analysis according to the new earthquake regulation, we can accept this building as it is, if the building provides life safety. The question is a bit complicated, if anyone has information I would appreciate it.....

Re-license will be done because the project is out of the way. This will be subject to the regulations and laws of today's conditions. I think a license is not granted, but each municipality may interpret it differently. "The constructions that are not started to be built within 2 years from the license date or completed within the 5 year license period and the license is not renewed within the period are considered as unlicensed structures."
