Hello. I downloaded ide static from internet (10.17). When I put the lock on, this screen comes up and does not proceed further. How can I solve this problem?

The screenshot you added is related to windows. Normally you should wait for the process to complete. If the operation is unsuccessful, you can try the lock in another USB slot. If there are pending windows updates it may be necessary to install them first.
