Defining the staircase as two different stepped landings

In the attached photo, the landing is divided into two (numbered 8 and 9) as two steps. In the program, I defined the ladder with the route command, but I could not define it as two different stepped landings. When I want to define the number 9 as a step, the program defines it as at least two revolving steps (not a single step) How can I define this ladder in the program? (I thought of defining a 17-step, 1 landing, 2-arm staircase and fixing it manually. Is there a different method?)
