Column beam region shear safety is not provided

Hello, I am getting column beam zone shear insecurity error in my project. I enlarged the bj and h values to meet the vmax value. I enlarged both the column dimensions and the beam dimensions. In the reports section, I fixed these errors one by one in the column beam area reports. However, the last time I analyzed, I got the same errors again. Vr and Vmax values are changing. At high ductility level, my project only has column beam shear insecurity error. When I change the ductility level and make it limited, the errors disappear. Is there a clause about this in the earthquake code? Can I do the project that way? Do you have any other solutions for the errors?
