Column-beam junction control in a hollow block system

In the 1st or 2nd degree earthquake zone, by placing high ductile shears in a sufficient number and cross-section in a building with hollow concrete floor, providing the necessary alpha(s) values, accepting that the earthquake loads are carried by high ductile shears, as high ductile (R=6) (earthquake Let's say we have solved the regulation article 2.5.4). In such a solution, the frame system is normally ductile, whereas the system curtains are actually highly ductile. In this context, since the frame system is not highly ductile, is it necessary to check the column-beam junction area on it?

When you do it as ..', you will solve not high ductility but mixed solution. (normal ductile frame+high ductile curtain with R=6)... so your frames are exempt from ductility requirements. See TDY 3.2.
